The question is not here to be allowed or not to vote for any candidate. Worse: in violation of the belgian constitution and belgian laws, this voter is banned from the right of voting because of its supposed ethnicity: he's likely not "flemish" (undefined notion), as the "minority" (56%) of belgian inhabitants of this city.

Thanks for the correction besides this, your statement is completely right:
There is no democratic country in this world where anyone cannot vote for any candidate independent of the languages. If this would be allowed in Belgium, this might be the beginning of a better understanding between French and Flemish speaking people.
